Casino Main Street Relocation

Main Street used to have a slight jog around the old shoe factory, then go through a set of flood gates to cross Sloan Creek and head north through Red Star. To accommodate the new Isle Casino Cape Girardeau, Main Street was curved more to the north to tie directly into Chestnut Street / 177 / Big Bend Road. It looks like it’s going to cross the creek far enough west that it won’t need flood gates. A construction worker said he thought the old gates might be permanently closed.

This is a stitching together of five photos ranging from the north end where the road meets Big Bend Road and running to south of Mill Street. I’m really impressed with the way Photoshop managed to blend the photos together. I didn’t do anything special to make sure they were overlapping or particularly level. Photoshop made all of the magic happen with a button push. Click on any photo to maker it larger. (This one should be about twice the size of what I normally post.)

Super-secret, hush-hush project

I wouldn’t have even attempted this in the old black and white darkroom days. Well, I should rethink that. Years and years ago, long before Google Earth, the boss called me into his office and said that he had a super-secret project he needed my help on and that I shouldn’t ask any questions. He wanted me to rent a helicopter and fly a grid, shooting photos of a particular area that I should join together to give a composite view of the target. I never passed up a chance to put on a safety harness, step out on a chopper’s skid and lean out into space, so I took the assignment.

Because I couldn’t shoot straight down, I ended up with almost a roomful of 8×10 prints that didn’t quite line up when they were spread out on the floor. It was acceptable to the guy who signed my check, though. As far as I know, nothing was ever developed on that plot of land and I never did find out what the mission was for. With modern equipment and software, it would have been a piece of cake.

Will float on columns of gravel

When I was talking with the friendly workers, I asked if they were pouring concrete columns for support or if they were pile-driving them. They said, neither. The equipment that looked like drilling rigs were used to bore holes in the ground, then gravel was poured into them with that funnel-looking thing so that the floor would ride on columns of gravel instead of concrete pillars.

“Wouldn’t be easier just to excavate the space, then put in the gravel and compact it?”

“That’s what we asked, but we were told that this is supposed to be more earthquake-proof.”

I’ll take their word for it. It’s an interesting technique that I haven’t run into in Florida where earthquakes are about the only calamity we DON’T face on a regular basis.

Mill Street has a twist in it

Because good highway practice is to have roads intersect at a 90-degree angle, Mill Street will have a curve to the left to tie it into the new Main Street. The houses on the right will have a service road or driveway to give them access to the street. Looks like Mill Hill isn’t going to be as neat as it used to be.

The guys I talked with had done a lot of the demolition. They said it was a lot tougher than they thought it would be and took longer than anticipated. “There were a lot of stone foundations and things we didn’t know about in advance. Down there by the pump house, there was a whole lot of concrete and even a couple of old smoke stacks.”

He was young enough that he didn’t know that there had once been a huge factory there.

  1. My father, Raymond W Yow worked at the old shoe factory down there. I will miss seeing the old factory and dreaming of how it must have been working there way back when. I think it was probably a ‘sweat shop’ although my dad never complained about it.
    There was a hill near there where the Mason girls and I used to skateboard, when skateboards first came out. I think it was Olive St. I don’t know if it is still there or not. We had lots of scrapes and crashes on the way down that hill in the mid-60’s.

The columns of gravel will help absorb the vibrations of the underlying bedrock and reduce the tranfer of those vibrations to the building, while still supporting the load of the building in the event of an earthquake. The area where the casino is being built is alluvial soil, deposited by the river in ages past and subject to liquifaction during an earthquake and a building sitting on just the soil would have a tendency to sink when the soil becomes semi-liquid during a quake.

    If you read the Missourian article, you can understand how lawyers can twist the law that says a casino must be floating on the waters of the Mississippi River. You just build a basin on land, pump Mississippi River water into the basin, and float a barge on the water in the basin. Shame on the legislators who did not make the law state what the voting public were led to believe; that the casinos would be riverboats that traveled up and down the river. I’m sure that the voters invisioned a re-construction of the romanticized vision of riverboat casinos.

      I agree that whole chicken dance of pretending that it’s a riverboat is absurd. Like the old Abe Lincoln story, “If I call a dog’s tail a leg, how many legs does he have? – Answer: Four. Calling it a leg doesn’t make it one.”

      They could have saved a lot of trouble if they’d have built it on the other side of Sloan Creek in Red Star: it would have been floating about every five or six years the way things have been going.

  3. Nice work there Ken. I am not much of a gambler myself in casinos, I have always bet my house everyday as a private business owner so betting a grand or two on dice or cards is no big thrill. I do like being a sidewalk superintendent and enjoy the heck out of gravel piling and earth quake proofing a building in Mo. with this technique. Good stuff keep it up!

  4. As I look at the photos that you have posted on the progress of the casino, I questioned how this could be a “riverboat” casino described in the law. Thanks to Keith R. and you for explaining how,once again, our lovely legislators have bent the original intention of the law to suit the money-makers! (Does this sound like the political scenes in this country? Hmmmmmm.)

  5. An actual floating/motoring riverboat is a hazard to the tows and other river traffic. It was tried with a restuarant here and that didn’t do well. Besides dodging the other river traffic the swells from the tugs made some passengers ill.
    The other problem is getting casino customers on and off the boat during very high or low water. The ones that are left in St Louis have to close when the water is too high and the walkways to the casinos have to be extended a long way when the river is low.
    A real hassle.

  6. From the very start, I said that advertising and ballot initiatives should have said “casino,” not “riverboat.” The public was intentionally misled all along. There was never any intent to have an actual riverboat in Cape.

    The casino here was a “boat in a moat” plan from start to finish. Ken’s “dog tail” analogy from Abe Lincoln is perfect. The public went along with calling it a leg, when it obviously was a tail.
